Mitigating greenhouse gas emissions from international shipping constitutes a crucial aspect of global climate governance.To effectively govern these emissions,the International Maritime Organization(IMO)is currently in the process of devising a globally binding legal framework specifically tailored for greenhouse gas reduction in international shipping.However,the international community remains divided on the application of the principle of"common but differentiated responsibilities"within the realm of greenhouse gas reduction in international shipping.Additionally,there exist significant disparities among nations regarding the specific design of emission reduction measures.The unilateral implementation of a carbon emissions trading system for certain international shipping routes by the European Union has further complicated the establishment of a comprehensive multilateral regulatory system.To facilitate global regulation of greenhouse gas emissions from international shipping,it is imperative to resolve these pertinent disputes.Therefore,during multilateral negotiations on greenhouse gas reduction in international shipping,China should uphold the coordinating role of the IMO,steadfastly advocate for multilateralism in international shipping greenhouse gas reduction rules,improve China's proposal and promote the establishment of a fair,equitable,and mutually beneficial legal mechanism for reducing greenhouse gas emissions in international shipping.
