摘要
近年青岛市专项债发行规模持续扩张,有力促进了经济的稳定发展.同时,债务扩张引发的资源配置扭曲和金融风险累积不容忽视.解决专项债投资效率低下、债务资金空间配置失衡、信贷竞争挤出企业投融资等一系列问题,需要加强专项债项目申报审核管理,回归专项债"投资"属性,稳控债务增速,并将人口要素纳入发展规划,以优化资源配置效率、助推产业升级和激发企业创新活力.
Abstract
In recent years,the issuance scale of special bonds in Qingdao has continued to expand,effectively promoting stable economic development.The distortion of resource allocation and the accumulation of financial risks caused by debt expansion can't be ignored.To solve a series of problems such as low investment efficiency of special bonds,imbalanced allocation of debt funds,and credit competition squeezing out enterprise investment and financing,it is necessary to strengthen the management of special bond project application review,return to the"investment"attribute of special bonds,stabilize debt growth,and incorporate population factors into development planning to optimize resource allocation efficiency,promote industrial upgrading,and stimulate enterprise innovation vitality.
