摘要
国家战略科技力量是对国家安全与发展起关键性影响的科技力量.发达国家高水平大学与政府合作在国家战略科技力量建设和运行中发挥重要作用.我国研究型大学有建设成为国家战略科技力量的良好基础,目前也存在制约发挥高价值战略作用的约束与障碍.本文研究世界范围国家战略科技力量的建设经验与高水平大学发挥作用的历程,比较我国高水平大学与各类型战略科技力量发挥战略性作用的经验方式,归纳大学在建设国家战略科技力量中承担的重要功能与角色,剖析面临的困境与问题,指出我国大学强化发挥战略科技力量作用、参与建设高效国家战略科技力量体系的方向与路径.
Abstract
National strategic scientific and technological forces are critical to national security and development.In developed countries,high-level universities cooperate with governments to play signifi-cant roles in the construction and operation of these forces.China's research universities have a strong foundation for becoming national strategic scientific and technological forces;however,there are cur-rently constraints and obstacles that limit their ability to play high-value strategic roles.This study re-views global experiences in building national strategic scientific and technological forces and examines the roles played by high-level universities.It compares these with the experiences of Chinese universi-ties and other strategic forces,summarizing the essential functions and roles of universities in this con-text.The study also analyzes the challenges and issues faced by these institutions and proposes direc-tions and strategies for Chinese universities to enhance their strategic scientific and technological contri-butions and participate effectively in the development of a robust national strategic scientific and techno-logical force system.
