Research on OECD's Measures to Legitimize Education Governance and Avoid Governance Risks
Over more than 20 years of development,the OECD has continuously refined its educa-tion governance tools and strategies,significantly expanding its influence in this field.In the process of global education governance,the OECD has legitimized its role on a global scale by building frameworks based on past experiences,accumulating evidence-based knowledge and capabilities,and enhancing pro-fessionalism through credibility.Additionally,the OECD employs strategies such as the fuzzification of policy interventions,emphasizing the imperfection of knowledge,preemptively acknowledging the po-tential for unsuccessful policy interventions,contextualizing the interpretation of"best practices,"and providing complex explanations of policy implementation.These measures enable the OECD to mitigate risks in its education governance and continuously consolidate and expand its governance capabilities and influence in global education governance.
