Toward an Organized Form of Research——Values,Mechanisms,and Practical Logic of Japan's"Academic Research Mega Programs"

摘要
本研究基于2023年日本发布的最新一批12个"学术研究大型计划"项目,对其价值理念、运行机制和实践逻辑等进行深入分析.在评选细则方面,"学术研究大型计划"强调以跨机构赋能人才培养、科学设定阶段目标及增进国际竞争力为价值理念.在保障机制上,采用管评办分离的组织架构、多源流资金投入的经费保障制度、多循环式质量评估机制以及多路径产学研成果转化模式,为计划的有效实施提供坚实支撑.在实践过程中,"学术研究大型计划"呈现四大特征:以国家战略引领科研方向,重视基础领域的创新突破;以学科交叉推动科技创新,加强创新科研平台建设;以科技人才培育奠定发展基石,改善科研环境困境;以基础研究促进科技成果转化,服务产业结构升级.
Abstract
Based on the latest twelve"Academic Research Mega Programs"released in Japan in 2023,this study analyses the value concepts,guarantee mechanisms,and practical logic of these pro-grams at different levels.The Academic Research Mega Programs emphasize inter-institutional empow-erment for human resources development,scientific setting of milestones,and enhancement of interna-tional competitiveness as the values.In terms of guarantee mechanisms,the organizational structure with the separation of management,evaluation and implementation,the financial guarantee system with multiple sources of inputs,the multi-cycle quality assessment mechanism,and the multiple paths for the transformation of the results of industry,academia,and research have provided strong support for the implementation of the program.Through the analysis of its underlying meaning and operation mechanism,it is found that the"Academic Research Mega Programs"present four major features in the process of practice:leading the direction of scientific research with national strategies and emphasizing the innovation breakthroughs in the field of basic research;promoting scientific and technological inno-vation with the intersection of disciplines and strengthening the construction of innovative scientific re-search platforms;laying the cornerstone for the development of scientific and technological talents and further improving the plight of the scientific research ecosystem;promoting the transformation of scien-tific and technological achievements through basic research and serving the structural upgrading of the industry.
