The Transformation of Ganbian Ying Camp Post during the Qing Yongzheng Period and its Implications for Ethnic Area Governance
The operation and adjustment of the garrison system exemplify the evolution of the imperial court's strategies for frontier management.During the mid-Qing Dynasty,significant changes occurred in the imperial court's approach to governing"Fan regions",which had a profound impact on the adaptation and development of Gansu's border area garrison system.Following Lobzang Danjin's Rebellion,there was a shift in strategic focus from preventing threats originating from Mongolia or Mongol and"Fan regions"alliances to effectively governing Gansu's"Fan areas".In this process,nearby"Fan"garrisons played a pivotal role.Yue Zhongqi proposed collecting grain from these garrisons as part of their duties,which was partially implemented;however,state and county officials imposed restrictions and compromises regarding the involvement of garrisons in local affairs.Eventually,responsibility for governing these"Fan areas"was transferred by the imperial court to dedicated"Ting"entrusted with full-time management tasks.The repair of garrison facilities became the responsibility of prefectural(or county)level officials(or offices),while strict limitations were placed on approving expenditures and projects related to garrisons.Administrative management and fiscal prudence gained increased attention during this period.These changes not only optimized the functioning of the garrison system but also strengthened the foundation for governance by the imperial court in Gansu's border areas.
