The Impact of Fiscal Decentralization and Flow of Innovation Factors on High-Quality Economic Development

摘要
本文利用TOPSIS熵值法测度 2012-2020 年我国 297 个地级城市经济高质量发展水平,并采用GMM、递归模型等多种方法探析财政分权与创新要素流动对经济高质量发展的影响.研究发现:财政分权与创新要素流动联合实施具有促进经济高质量发展的长效机制,既能强化财政分权的积极作用,亦可提升创新要素流动的助力作用.异质性检验发现,财政分权与创新要素流动联合作用对沿海地区、省会城市、大城市经济高质量发展影响更加显著;两者联合作用在2018-2020 年期间有所增强;在经济高质量发展水平低分位与高分位点的城市,两者联合作用较弱.据此,提出联合施策发挥协同效应、破除机制壁垒助力要素市场化配置、以高端要素牵引为动力驱动创新的对策建议,希冀助力我国经济高质量发展.
Abstract
This paper uses TOPSIS entropy method to measure the high-quality economic develop-ment level of 297 prefecture level cities in China from 2012 to 2020,and uses GMM,recursive model and other methods to explore the impact of fiscal decentralization and innovation factor flow on high-quality economic development.The study found that the joint implementation of fiscal decentralization and innovation factor flow has a long-term mechanism to promote high-quality economic develop-ment,which not only strengthen the positive role of fiscal decentralization,but also enhance the sup-portive role of innovation factor flow.Heterogeneity testing found that the combined effect of fiscal de-centralization and innovation factor flow has a more significant impact on the high-quality economic development of coastal areas,provincial capitals,and large cities,and the combined effect of the two has increased during the period of 2018-2020,but in cities with low and high percentiles of high-quality economic development,the combined effect of the two is relatively weak.Based on this,this pa-per proposes countermeasures and suggestions to jointly implement policies to leverage synergies,break down institutional barriers to facilitate market-oriented allocation of factors,and drive innovation with high-end factors as the driving force,hoping to help China's high-quality economic development.
