摘要
社会力量参与公共文化服务机制建设,对于充分释放社会主体活力、延伸公共文化服务质量、打造和谐公共文化空间具有重要意义.目前社会力量参与公共文化服务实施存在社会力量发展不足、社会力量过度逐利、传统管理思维桎梏、激励政策体系缺位、监管评价工作缺位等问题.据此从强化社会文化力量,保障公共文化服务质量;拓宽文化服务渠道,释放参与主体特长优势;完善公共参与机制,延伸公共文化服务实效;优化绩效考评机制,实现服务供给与需求相符;增强技术创新动力,提升公共文化服务水平;强化风险控制能力,规避社会力量参与风险等方面提出对策.
Abstract
The participation of social forces in the construction of public cultural service mechanisms is of great significance for fully unleashing the vitality of social entities,extending the quality of public cultural services,and creating a harmonious public cultural space.At present,there are problems with the participation of social forces in the implementation of public cultural services,such as insufficient development of social forces,excessive pursuit of profits by social forces,shackles of traditional man-agement thinking,lack of incentive policy system,and lack of supervision and evaluation work.Based on this,this paper proposes countermeasures,such as strengthening social and cultural forces to ensure the quality of public cultural services,expanding cultural service channels to unleash the strengths and advantages of participating entities,improving public participation mechanisms to extend the effective-ness of public cultural services,optimizing the performance evaluation mechanism to achieve consisten-cy between service supply and demand,enhancing the driving force of technological innovation to im-prove the level of public cultural services,and strengthening risk control capabilities to avoid social forces participating in risks.
