The Project Mobilization and Voluntarily Serving at the Grassroots
Regarding the allocation of Chinese human resources,it's an important measure to encourage youth to get employment at the grassroots,which generally undergo the transformation from national arrangement,political mobilization to voluntary participation under party and country mobilization.Taking the"Plan for College Student Volunteers to Serve the West"and its local projects in G province as examples,this article aims to analyze the organization process which could improve college students to voluntarily serve at the grassroots and its mobilization mechanisms.According to the findings,project mobilizations adopted in voluntarily serving at the grassroots is mainly a kind of"mixed"social mobilization.Different from former adopted political mobilization,market mobilization or social mobilization,the project mobilizations is multi-level mobilization system interweaved by multiple factors.Among them,organizational operation would involve graded operation of project,value ideas would emphasize the guidance of practice,policy incentive would meet immediate needs,self-growth and affection mobilization would pay more attention to volunteers'active integration.The project mobilization could realize the human resources allocation towards college students,which has inspirations for talent rejuvenation in rural rejuvenation.
