摘要
随着居民消费水平的提升,消费领域的碳排放量也在增加,城市居民消费侧的能源消耗增速已逐渐超过了工业能源消耗,如何从城市家庭和居民个人微观层面降低碳排放水平成为亟待解决的问题.城市低碳消费模式旨在提升家庭对低碳生活的价值认知、加快新能源体系的构建、助力中国式现代化建设.从理论和实践的角度分析"双碳"目标下城市低碳消费模式的生成逻辑,提出基于政府、企业、消费者和社会组织的"3+1"城市低碳消费模式.围绕人与自然和谐相处这个重大命题,全社会尤其是消费者需要在观念生成、行为示范、制度保障、技术创新、政策管理等方面积极探索低碳消费的路径创新,加快建立体现资源节约观、生态文明观、环境成本收益观的治理型城市家庭与居民低碳消费模式.
Abstract
With the improvement of residents'consumption level,carbon emissions in the consumption field are also increasing.The growth rate of energy consumption on the consumption side of urban residents has gradually exceeded that of industrial energy con-sumption.How to reduce the level of carbon emissions from the micro level of urban households and residents has become an urgent problem to be solved.The urban low-carbon consumption model aims to enhance the family's value cognition of low-carbon life,ac-celerate the construction of new energy system,and help Chinese-style modernization.From the perspective of theory and practice,this paper analyzes the generation logic of urban low-carbon consumption mode under the goal of"double carbon",and puts forward the"3 + 1"urban low-carbon consumption mode based on government,enterprises,consumers and social organizations.Focusing on the important proposition of harmonious coexistence between man and nature,the whole society,especially consumers,needs to actively explore the path innovation of low-carbon consumption in terms of concept generation,behavior demonstration,system guarantee,tech-nological innovation,policy management,etc.,and accelerate the establishment of a low-carbon consumption model for urban house-holds and residents that reflects the concept of resource conservation,ecological civilization,and environmental cost-benefit.
