The promulgation of Article 43 of TheRegulations on the Administration of Network Data Security(Draft for Soliciting Opinions)clarifies the legality of publicly soliciting opinions in the formulation of privacy policies for online platforms.The public solici-tation of opinions on privacy policies is different from the traditional legal public solicitation mechanism.It is essentially the application of a new meta regulatory tool in online platforms.On this basis,the public solicitation of opinions on privacy policies plays a role in rem-edying the failure of informed consent rules,providing user participation channels,enriching external participation channels,and consoli-dating the wisdom of multiple parties.Based on the guidance of TheInternet Platform and Product Service Privacy Agreement Require-ments(Draft for Solicitation of Opinions),the construction of the procedure for public solicitation of opinions on privacy policies has be-come the main direction of regulatory reform.Firstly,to establish a public release mechanism for drafting instructions,methods,and time for public solicitation of opinions on privacy policies.Secondly,to establish a response mechanism for privacy policies,and for users to obtain response rights.
