U.S.public diplomacy policy and practice have undergone an evolutionary process,reflected in major development a-gendas and matching action network.With the changes in the international landscape and the development of the U.S.public diplomacy system and mechanism,its policy agenda has evolved from being a component of"psychological warfare"to a new type of diplomatic practice,which aims at meeting the information,educational and cultural needs of foreign people,relying on international media plat-forms to actively promote new media public diplomacy and focus on spillover effects of flagship projects in action plans.The main fea-tures of U.S.public diplomacy practice include the countermeasures of public diplomacy,the focus on communication and dialogue with plural actors,and the two-way interaction of the public diplomacy process.The dynamic adjustment of the development agenda,the con-struction of mechanisms and institutions,and the expansion of information dissemination channels of the relevant parties can provide cer-tain reference for China's public diplomacy and China-U.S.people-to-people and cultural exchanges.
