党的二十大报告对亲清政商关系提出了最新部署,对于打造有为政府与有效市场提供了根本遵循.亲清政商关系有效建构的前提需要厘清政商关系的基本模式、亲清政商关系的可能样态与亲清政商关系何以实现动态平衡.面对政商关系存在的"亲而不清""清而不亲""不清不亲"等难题,可以通过ChatGPT类生成式人工智能技术嵌入予以优化.ChatGPT类生成式人工智能技术的引入,具有纾缓政商关系异化、促使"亲清论"理念落实等功能.通过将ChatGPT类生成式人工智能技术嵌入政务服务码、"亲清在线"平台等,实现亲清理想政商关系的建构,最终完成有为政府与有效市场的有机统一.
