Based on the case about X County of Shanxi Provice Government Purchasing Services Systematic Analysis of the Operation Mechanism of Township Social Work Stations
Grass-roots governance is an important basic project to realize the modernization of national governance system and governance capacity.As a key carrier of grassroots governance innovation,social work stations not only play a key role in connecting the masses to serve the"last kilometer",but also the"nerve endings"for the masses to intuitively feel the temperature of public services.Based on a typical case of service purchase by the government of X County in Shanxi Provice,this study conducted an in-depth analysis of the operation system of township social work stations from the perspective of social system theory through literature research,in-depth observation and semi-structured interview.Factors such as grassroots social workers,volunteers,supervisors,township social work sta-tions,social work centers,civil admiustration department and third-party evaluation agencies,social policies and social identity are in-cluded in the analysis,and are investigated at the level of interactive system,organizational system and social system as a whole.Through the detailed analysis of these factors,the paper systematically reveals the problems existing in the operation process of township social work stations and the complex relationship between each subject,so as to lay the foundation for promoting the healthy and efficient development of township social work stations.
