摘要
在科技引领经济发展的时代潮流下,推进产学研合作是将知识转化为技术的有效途径.通过对齐齐哈尔市产学研合作实践现状分析,并结合中国发达地区产学研成功的经验,总结出其在政策法规、创新主体、目标利益、研发经费、企业创新合作、科研和技术人员占比等方面还存在一定的差距和问题,亟须在完善相应政策法规、增强创新主体合作、加大对企业放权力度、增强中小型企业参与度等方面的提质增效,促进齐齐哈尔市地方经济的高质量社会发展.
Abstract
In the era where technology leads economic development,advancing industry-university-research cooperation is an ef-fective way to transform knowledge into technology.Through analyzing the current status of industry-university-research cooperation in Qiqihar City and combining the successful experiences of developed regions in China,it is concluded that there are certain gaps and is-sues in areas such as policy regulations,innovation entities,target interests,research and development funds,enterprise innovation co-operation,and the proportion of scientific research and technical personnel.It is urgent to improve corresponding policies and regula-tions,enhance cooperation among innovation entities,increase empowerment to enterprises,enhance the participation of small and me-dium-sized enterprises,and promote high-quality social development of the local economy in Qiqihar City.
