Analysis on the Efficiency and Influencing Factors of Scientific and Technological Innovation Resources Allocation in Northeast China
The change degree of the allocation efficiency of scientific and technological innovation resources directly reflects the characteristics of regional scientific and Technological Development and innovation.Studying the evolution trend of the allocation effi-ciency of scientific and technological innovation resources is conducive to give full play to the leading role of scientific and technological innovation resources in the revitalization of Northeast China.In this paper,the super efficiency SBM model and DEA Malmquist index model are used to calculate the static and dynamic allocation efficiency of scientific and technological innovation resources in Northeast China.The influencing factors of allocation efficiency are investigated by regression analysis.The results show that the allocation effi-ciency of scientific and technological innovation resources in Northeast China fluctuates obviously,and the total factor productivity of re-source allocation is greatly affected by technological progress,The government's support for scientific and technological innovation has a significant positive effect on the allocation efficiency of scientific and technological innovation resources,and the level of economic de-velopment has a significant negative effect on the allocation efficiency.The countermeasures and suggestions proposed in this study are conducive to fully leveraging the supporting and leading role of scientific and technological innovation in the revitalization of Northeast China,and provide certain reference and guidance for accelerating the development of new quality productivity in the Northeast region.
