Study on the Legal Attribute,Issue Review and Regulation Countermeasure of Administrative Blacklist
The administrative blacklist integrates the functions of punishment,warning and record.With the construction of good faith in China,the administrative blacklist has been an effective mean of governance and be used widely.The legal attributes of adminis-trative blacklist are unclear,the entity norms and procedural rules are absent,and the relief channels are not smooth.The administrative blacklist belongs to the Burden Administration category,it will bring direct or indirect adverse effects to the administrative counterpart who once be put into the administrative blacklist.So it is necessary to bring administrative blacklist into the track of rule of law.To real-ize the legalization of administrative blacklist,we should promote the legislation of administrative blacklist,standardize the listing stand-ards and procedures of administrative blacklist,improve the removal mechanism,and unblock the relief channels.
