Research on the Policy on Oriented Training of Normal Students in China from the Perspective of Policy Instruments
The Policy on Oriented Training of Normal Students,a key initiative of teacher recruitment,plays a vital role in advancing rural education in China.A two-dimensional analysis framework of policy instruments and policy content was constructed by the theory of policy instruments.This study reviewed 20 national-level policy documents on oriented training of normal students since 2007 and identified several issues.Firstly,the incomplete embodiment of value rationality in the allocation of policy instruments is evidenced by the limited use of multiple synergies between policy instruments and the underutilization of remunerative instruments and authoritative restructuring instruments.Secondly,the administrative tendency of policy tool supplyment needs to be weakened,as evidenced by an overemphasis on rights and responsibility,inadequate gatekeeping in enrollment and assessment,and a neglect of vernacular cultural orientation.Finally,there is a relatively poor match between policy instruments and policy content,driven by a focus on implementation efficiency and accompanied by phased slippage.In the future,the allocation of policy instruments should be diversified,including the addition of remunerative instruments and improvements to authoritative restructuring tools.The supply of policy instruments should be refined by changing the unidirectional focus on rights and responsibilities,strengthening the"import and export"gate-keeping,and reshaping the local relevance and characteristics of the directed cultivation.The combination of policy tools and content should be optimized to achieve a scientific match and a balanced phased configuration.
