The Autonomous Construction of Compliance:The Internal Logic of Creative Implementation of Primary-Level Government
In a multilevel national governance system,how the primary-level government creatively implements higher-level decisions according to local conditions is a topic of concern.Based on the study of the implementation process of the"Trust-Based Community Governance"project in Street M,Pengzhou,Sichuan Province,it is found that the creative implementation of the primary-level government is driven by a combination of autonomy incentives,organizational incentives,and natural incentives in the context of policy conflict,constructing autonomy through the re-engineering of the implementation structure and reshaping of the implementation capacity,and using autonomy to build consensus with the target group and with the higher-level government.This internal logic can be summarized as the"autonomous construction of compliance",which is mainly rooted in the dual roles of the primary-level government as the end of the hierarchical system of government and the forefront of the government-society interaction and implies the combination of the effectiveness and compatibility of multiple incentives,the combination of the autonomy of the primary-level implementation and governance,and the combination of the authority of the policy results and the policy compliance of the target group,thus effectively reducing the tensions in policy implementation.
