How to Tackle Thorny Issues:A Theoretical Explanation Based on Experimental Learning Taking the Reform of"Handling a Complaint upon Receipt"in Beijing as an Example
To tackle thorny issues,it is necessary to make efforts in knowledge management and interest coordination,and innovate policy solutions that are both scientific and consensual.China's policy experiments are oriented to efficient learning,flexibly adjusting learning strategies for different situations,forming diversified experimental learning modes,promoting knowledge production and value co-creation,and providing"China's wisdom"for dealing with difficult problems.Four modes of experimental learning,namely,retrospective learning,research learning,consultative learning and advocacy learning,are distinguished from the dimensions of the difficulty of the policy issues and the knowledge demand of the decision-making system.Through the case study of the reform of"handling a complaint upon receipt"in Beijing,it is found that the degree of difficulty of the policy issue and the knowledge demand directly affect the selection of the experimental learning mode,and as the degree of difficulty of the issue decreases or the knowledge demand changes,the experimental learning mode will be adjusted accordingly.The combination of different modes can provide a relatively complete knowledge system and a consensual value base for tackling thorny issues.
