摘要
在基层治理现代化导向下,党建引领社区治理何以有效是一个亟待解决的问题.针对"行政有效、治理无效"的治理难题,本研究结合中国共产党的核心功能、历史传统和制度优势等构建了"政党组织参与"的解释框架,为理解上述命题提供了一种新的视角."政党组织参与"功能的发挥需要一定的条件作为基础,尤其是对于基层党组织而言,应当要实现权责匹配以规避"小马拉大车"的问题.在此基础上,党组织可以运用激励驱动、示范带动和科技推动"三动"机制激发参与动力,形塑榜样效应,降低参与成本.提升党建引领社区治理有效性的关键在于为"政党组织参与"创造条件,这就要求党组织实现"两个转变"和"三个融合".具体而言,在引领理念上实现组织覆盖向功能提升转变,在引领主体上实现各自为政向整合协同转变,在引领逻辑上实现党建逻辑与治理逻辑的融合,在引领机制上实现正式机制与非正式机制的融合,在引领方式上实现线上平台与线下平台的融合.
Abstract
Under the orientation of governance modernization at the primary level,the question of how Party building effectively leads community governance is an urgent one.In view of the problem of"effective administration but ineffective governance",this study constructs an explanatory framework of"participation of Party organizations"by taking into account the core functions,historical traditions and institutional strengths of the Communist Party of China,which provides a new perspective for understanding the above proposition.The function of"participation of Party organizations"requires certain conditions as a foundation,especially for primary-level Party organizations,which should achieve the matching of powers and responsibilities to avoid the problem of"a pony pulling a big cart".On this basis,Party organizations can use incentive-driven,demonstration-driven and technology-driven mechanisms to stimulate participation,shape the model effect and reduce participation costs.The key to enhancing the effectiveness of Party building in leading community governance lies in creating conditions for the participation of Party organizations,which requires Party organizations to transform from organizational coverage to functional enhancement in ideas,from independent governance to integrated collaboration in agents,and realize the integration of Party building and governance in logics,formal mechanism and informal mechanism and the online platform and the offline platform.
