Digital Infrastructure Policies Empower Digital Transformation of Enterprises:Evolutionary Logic and Policy Orientation
Digital transformation is an important path for the high-quality development of enterprises.Giving play to the strategic,basic and leading role of digital infrastructure policy,clarifying its evolution process and micro-mechanism in empowering digital transformation of enterprises,and further being clear about the direc-tion of policy adjustment are of great significance for stimulating the continuity of the kinetic energy for the development of the digital economy.Based on the perspective of"supply-side reform",this article adopts tex-tual analysis to summarise the evolution process of digital infrastructure policies at various stages.The find-ings show that digital infrastructure policies have gone through three phases,hardware construction,factor con-struction and regulation construction.Besides,the digital infrastructure policy continues to deepen the digital transformation of enterprises in three stages,respectively,by improving the productivity of enterprises,the value-adding ability and the excess returns of clusters.In terms of micro-mechanism,digital infrastructure policy solves the market failure problem faced by enterprise digitisation by cultivating enterprises'digital technology capability and improving factor allocation efficiency.Finally,this article proposes future policy ori-entation from three aspects:data sharing mechanism construction,multi-level platform support and balanced policy input.
