On Government Responsibility for Public Health Governance
In the era of pluralistic governance,the government's responsibility in public health governance should break the traditional logic of responsibility allocation based on administrative tasks,and place the gov-ernment's responsibility in the dual perspective of"public-private co-operation in public tasks"and"public-private co-operation in administrative tasks".In public health governance,as the leader of public-private co-operation in public tasks and the responsible party of public-private co-operation in administrative tasks,the internal structure of the administrative organ varies significantly when it assumes the responsibilities of leadership and promotion,organization and mobilization,performance or guarantee,and supervision and relief.The construction of the public health governance system in the new era must focus on the holistic per-spective of a Chinese-style social governance community,scientifically define the internal legal structure of the government's responsibility in public health governance,and promote the rule of law in public health gov-ernance in an integrated manner.
