贵州巩固拓展脱贫攻坚成果同乡村振兴有效衔接,要将防止规模性返贫作为底线要求,并巩固好"两不愁三保障",把发展产业作为重点工作和主要抓手,将扩大就业作为关键举措.此外,还需要衔接好政府、市场、社会的宏观治贫主体;衔接好以乡村振兴局为中心,协同好各参与部门的中观治贫主体;落实到行业、专项、社会三位一体的微观治贫主体;优化好"由上至下"与"由下至上"的科层级政府组织治贫主体;应用好联动、协同、演进三种机制,发挥好水平、垂直、上升的动力效应.
Abstract
For consolidating and expanding the effective linkage between poverty eradication and rural revitalization in Guizhou,large-scale poverty relapse should be prevented effectively.Consolidating the"two no worries and three guarantees"by all means and developing industries is the key work and expanding employment is a key measure.It is also necessary to connect the macro poverty governance entities of the government,market,and society;to coordinate with various participating departments as the main body of poverty alleviation,which is centered by the Rural Revitalization Bureau,at the intermediate level;to implement the micro poverty al-leviation subject that integrates industry,special projects,and society;to optimize the government's organization of poverty alleviation entities from top to bottom and from bottom to top;to apply the three mechanisms of linkage,collaboration,and evolution well,and to leverage the dynamic effects of horizontal,vertical,and upward.
