The Path Selection of China's Digital Trade Opening under the Background of Digital Economic Globalization
With the acceleration of global digital transformation,cross-border flow of"data"has become a factor of production and an important carrier for the development of digital trade.However,data security and digital trade barriers reinforce each other,affecting the process of opening up global digital trade.From the perspective of institutional openness,the paper defines the concept of digital trade openness,and holds that the connotation of digital trade openness should include digital technology spillover,cross-border data flow,market access liberalization and digital space governance.Based on this,combined with the top-level design of China's data security assessment system and the experimental exploration of open platforms such as the Pilot Free Trade Zones(Ports),the innovative breakthroughs in the fields of digital trade open security assessment path,data"full cycle"security management mechanism,and pilot docking of high-standard rules for privacy and security are sorted out and summarized.Meanwhile,it also points out the challenges such as the increase of compliance costs.It is suggested to balance openness and security,take the high-quality implementation of the Pilot Free Trade Zones(Ports)upgrading strategy as an opportunity to accelerate digital technology innovation,strengthen digital space governance capacity building,explore and improve data classification methods and data exit compliance channels,and gradually achieve high-quality development of the digital economy and high-level opening,coordination and mutual promotion of digital trade pattern.
