政府补贴与企业数字化:资源基础与企业风险视角

基于资源基础和企业风险视角,以 2016-2021 年沪深A股上市企业为样本,分析和考察政府补贴对企业数字化的影响及作用机制后发现:政府补贴能显著提高企业数字化水平,中间机制是政府补贴有助于提高企业现金持有水平、降低企业经营风险,进而增强企业投资数字技术的能力和激发其投资意愿.进一步分析基于市场化水平和企业上市年限的调节作用发现,市场化水平越高、企业上市年限越长,政府补贴对企业数字化水平的提升作用越有效.因此,政府应明确补贴资金流向,以缓解企业资金困境和经营风险为目标;持续深化市场化改革,兼顾企业异质性,提升补贴资金使用效率;企业应增强宏观政策敏感度,主动寻求外部资源支持,多方面提高数字化水平.
Based on the perspective of resource base and enterprise risk,this study takes A-share listed companies in Shanghai and Shenzhen from 2016 to 2021 as samples to analyze and examine the impact and mechanism of government subsidies on enterprise digitalization.It is found that government subsidies can significantly improve the level of enterprise digitalization.The intermediate mechanism is that government subsidies can help improve the cash holding level of enterprises and reduce enterprise operational risk,which can enhance their ability to invest in digital technology and stimulate their investment willingness.Further analysis of the moderating effect based on the marketization level and listing years of enterprise reveals that the higher the marketization level and the longer the listing years of enterprises,the more effective the government subsidies are in promoting the digitalization level of enterprises.Therefore,the government should clarify the flow of subsidy funds,with the goal of alleviating the financial difficulties and operational risks of enterprises,and continuously deepen market-oriented reform and take into account the heterogeneity of enterprises,in order to improve the efficiency of subsidy fund utilization.At the same time,enterprises should enhance the sensitivity of macro policies,take the initiative to seek external resource support,and improve the digital level in various aspects.
