The"chain leader system"is the latest practice of collaborative governance of industrial chains with Chinese characteristics,and the chain leader of central enterprises is an important carrier of the three governance mechanisms of administration,market and community,which are embedded and complementary to each other at the level of direct governance of industry chains.Existing research emphasizes that the"chain leader system"is a combination of effective market and active government,but have neglected the importance of community governance and collaborative governance through the interaction of the three governance mechanisms in correcting the coordination failure of the industrial chain.Based on this,this paper explores the goals and mechanisms of collaborative governance of central enterprises'industrial chain leader from the perspective of collaborative governance,and conducts an in-depth analysis of the specific means,system construction and mechanism combinations for collaborative governance of the modern industrial chain leaders of mobile information.Finally,it puts forward suggestions to improve the governance efficiency of central enterprises'industrial chain leader in terms of optimizing the design of the top-level system,optimizing the assessment method of central enterprises,accelerating the construction of comprehensive information platform for industrial chain,establishing demand sourcing alliance,strengthening the research and development of common technologies,and optimizing the incentive policy for talents.
