摘要
网络治理作为一种现代治理模式有利于解决组织中的复杂问题,是高校配置资源的有效方式和深化治理体系改革的理性选择.高校网络治理受内外环境影响,具有自身的复杂属性,也面临治理结构失衡、弹性不足、信息不畅、效果不佳等现实困境.本文在分析高校网络治理机制逻辑框架的基础上,从政府、社会、高校等层面提出明确政府职责、强化社会参与、畅通信息渠道、理顺内部关系、完善制度建设等具体对策建议.
Abstract
As a modern governance mode,network governance is conducive to solving the complex problems in the organization,and it is an effective way for universities to allocate resources and a rational choice to deepen the reform of the governance system.Influenced by the internal and external environment,the university network governance has its own complexity and also faces practical difficulties such as the imbalance of governance structure,lack of flexibility,information shortage and poor effect.Based on the analysis of the logical framework of university network governance mechanism,this paper puts forward specific countermeasures and suggestions from the levels of government,society and universities,such as clarifying government responsibilities,strengthening social participation,unblocking information channels,rationalizing internal relations,and improving system construction.
