"双碳"愿景下政府补贴促进了新能源企业发展吗?

摘要
在"双碳"愿景下,分析政策如何影响新能源的发展对能源结构转型意义重大.基于 2009-2021 年的数据,以沪深两市A股 148 家新能源产业上市公司为样本,研究不同类型政府补贴对新能源企业全要素生产率的影响及作用机制.结果表明:研发补贴和其他政府补贴显著提高新能源企业的全要素生产率,绿色补贴会抑制企业的全要素生产率;研发创新和融资约束是研发补贴影响全要素生产率的重要渠道;政府补贴对企业全要素生产率的作用具有异质性,在可再生能源企业、国有企业和东部地区企业中研发补贴的作用尤为显著.因此,政府要加强政策监管,根据企业发展阶段和市场需求动态调整补贴机制,企业应提升资源配置效率为增强政策效果赋能.
Abstract
Under the vision of"dual carbon",it is of great significance to analyze how policies affect the development of new energy for the transformation of energy structure.Based on the data from 2009-2021,this paper takes 148 listed companies in the new energy industry as samples to study the impact of government subsidies on the total factor productivity(TFP)of new energy enterprises and its mechanism.The results show that R&D subsidies and other government subsidies can significantly improve the TFP of new energy enterprises,while green subsidies can inhibit the TFP of enterprises;R&D innovation and financing constraints are important channels through which R&D subsidies affect TFP;the effect of government subsidies on TFP of enterprises is heterogeneous,especially in renewable energy enterprises,state-owned enterprises and enterprises in the eastern region.Therefore,the government should strengthen the policy supervision,dynamically adjust the subsidy mechanism according to the development stage of enterprises and the market demand,companies should improve the efficiency of resource allocation and empower the enhancement of policy effects.
