摘要
我国高科技企业受国外限制的事件频发,充分暴露出我国在关键核心技术领域的短板和自主创新能力的不足,突破关键核心技术缺失的"卡脖子"制约成为我国实现科技自立自强的重中之重.关键核心技术创新具有高投入、高风险、长周期等特征,很难单纯依靠市场机制来解决.因此,需要政府发挥作用,利用社会主义能够集中力量办大事的制度优势,通过举国体制进行关键核心技术攻关.然而,传统科技举国体制也存在一些弊端和风险,新时代下应构建新型举国体制的制度框架,加快形成新质生产力,并统筹处理好自主创新与对外开放、基础研究与应用开发、制度创新与技术创新、短期目标与长期规划、科研人员的无私奉献和物质激励之间的关系,只有这样,才能更好发挥新型举国体制的优势.
Abstract
Frequent incidents of Chinese high-tech enterprises suffering from foreign restrictions fully exposes China's shortcomings in the core and key technologies and lack of independent innovation ability.Breaking through the"bottleneck"restriction of the lack of core and key technologies has become the top priority for China to achieve scientific and technological self-reliance.Nevertheless,innovation in core and key technologies is characterized by high investment,huge risks and long cycles,so it is difficult to solve it simply by relying on the market mechanism.Therefore,it is necessary for the government to play its role in making use of the institutional advantage of socialism that can concentrate resources to accomplish major task,to make breakthroughs in core and key technologies through the nationwide system.However,the traditional nationwide system of science and technology also has some drawbacks and risks.In the new era,it is necessary to build an institutional framework for a new nationwide system,accelerate the formation of new quality productive forces,and comprehensively handle the relationship between independent innovation and opening to the outside world,basic research and application development,system innovation and technological innovation,short-term goals and long-term planning,researchers'selfless dedication and material incentives,so that the advantages of the new nationwide system can be better brought into play.
