摘要
电子信息产业是实现我国新型工业化的重要支撑力量,但在国际竞争中依然面临大而不强以及技术掣肘等问题.提升电子信息产业链自主可控能力是实现高水平自立自强的必然要求.在筛选产业链自主力、控制力和竞争力三个维度评价指标的基础上,构建电子信息产业链自主可控能力评价指标体系,采用熵权TOPSIS和灰色关联分析法对我国电子信息产业链自主可控能力进行评价.研究表明:我国电子信息产业链自主可控能力总体呈现持续上升趋势,产业链自主力和产业链竞争力较强,但产业链控制力仍有待进一步提升.建议优化电子信息产业链协同和整合机制,将新质生产力要素嵌入产业链关键环节,推动电子信息产业链自主可控能力产生质的跃迁.
Abstract
The electronic information industry is an important supporting force for the realization of China's new industrialization,but it still faces problems such as being large but not strong and technical constraints in international competition.Improving the ability of the electronic information industry chain to be autonomous and controllable is an inevitable requirement for achieving high-level self-reliance and self-improvement.Based on the screening of three dimensions of evaluation indicators:the ability of the industry chain to be autonomous,the ability to control,and the competitiveness of the industry chain,the entropy weight TOPSIS and grey relational analysis method are used to evaluate the ability of the electronic information industry chain to be autonomous and controllable in China.The research shows that the ability of the electronic information industry chain to be autonomous and controllable in China generally shows a continuous upward trend,with strong autonomous power and competitiveness of the industry chain,but the ability to control the industry chain still needs to be further improved.It is suggested that the collaborative and integration mechanism of the electronic information industry chain should be optimized,and new productivity factors should be embedded in key links of the industry chain to promote a qualitative leap in the ability of the electronic information industry chain to be autonomous and controllable.
