数字经济发展与空气质量改善——基于创新驱动视角的分析

摘要
以数字化推动生产方式变革赋能生态环境治理已成为新时代生态文明建设的新路径.本文基于创新理论和创新驱动理论,构建理论分析框架,阐述数字经济、绿色技术创新和空气质量三者之间的逻辑关系和作用机制,实证检验数字经济能否改善空气质量.结果表明:数字经济将显著减少空气污染;在中部和东北地区,数字经济对改善空气质量的边际效应大于东部和西部地区;机制检验发现,数字经济驱动结构效应、技术效应和配置效应,有利于提高绿色技术创新能力,促进企业绿色低碳转型,实现节能减排,改善空气质量.据此,本文建议加快推进数字"新基建"、因地制宜激发数字经济的环境福利效应以及优化创新要素配置,以期为大气污染防治提供新视角和新思路.
Abstract
Promoting the transformation of production mode and empowering ecological environmental governance through digitalization has become a new path for the construction of ecological civilization in the new era.Based on innovation theory and innovation-driven theory,this paper constructs a theoretical analysis framework to elaborate the logical relationship and mechanism among digital economy,green technology innovation and air quality.An empirical test of whether the digital economy can improve air quality shows that the digital economy will significantly reduce air pollution;in the central and northeastern regions,the marginal effect of the digital economy on improving air quality is greater than that in the eastern and western regions.The mechanism test found that the structural effect,technological effect and configuration effect driven by the digital economy are conducive to improving the ability of green technology innovation,promoting the green and low-carbon transformation of enterprises,achieving energy conservation and emission reduction,and improving air quality.Accordingly,it is suggested to accelerate the promotion of digital"new infrastructure",stimulate the environmental welfare effect of digital economy according to local conditions,and optimize the allocation of innovative elements,in order to provide a new perspective and ideas for the prevention and control of air pollution.
