"链-层"分析框架下我国工业高端化的实践成果、现实制约与突破对策

摘要
工业高端化是我国推进新型工业化、建设现代化产业体系的重大战略方向.依据"链-层"分析框架从要素、产品、产业、能力四个维度分析工业高端化的理论内涵.近年来,我国工业要素资源高端化成效显著,产品高端化水平持续提升,先进制造、数字经济等高端产业日益壮大,工业竞争力与创新引领力稳步增长.但是,在要素、产品、产业、能力层面也存在一系列现实制约,应从以下方面进行突破:在要素高端化方面,打造阶段式创新支持系统、加强高端要素培育与流通、平衡好数据活力与安全;在产品高端化方面,以产品质量提升品牌价值、强化标准协同机制;在产业高端化方面,以制度改革促进动能转换、深化高水平制度性开放、推动数实高质量融合;在能力高端化方面,完善科技服务体系、弘扬工匠精神与企业家精神.
Abstract
High-end industry is a major strategic direction for China to promote the new industrialization and build a modern industrial system.According to the analysis framework of"chain-layer",the theoretical connotation of high-end industry is analyzed from the four dimensions of factors.In recent years,China has made remarkable progress in high-end industrial factor resources,the level of high-end products continues to improve,high-end industries such as advanced manufacturing and digital economy are growing,and industrial competitiveness and innovation leadership are steadily growing.However,there are also a series of practical constraints at the level of factors,which should be broken through from the following aspects:in terms of high-end factors,we should build a phased innovation support system,strengthen the cultivation and circulation of high-end factors,and balance data vitality and security;in terms of high-end products,we should enhance brand value with product quality and strengthen standard coordination mechanism;in terms of high-end industries,we should use institutional reform to transform growth drivers,deepen high-level institutional opening-up,and promote high-quality digital-real integration;in terms of high-end capabilities,we should improve the scientific and technological service system and promote the spirit of craftsmanship and entrepreneurship.
