The formation process of innovative industrial clusters presents diversified characteristics,but how to improve the regional innovation ability is worth in-depth discussion.Based on the cases of 28 provincial administrative regions in China(excluding Hong Kong,Macao,Taiwan,Tibet,Ningxia and Hainan),a QCA configuration analysis is conducted to study the mechanism of the network characteristics at the industry level,node level and connection level of innovative industrial clusters on regional innovation capability.According to the level and driving mode of the cluster network,the configuration paths of the whole network feature promotion,the whole industry leading,the main feature leading,the connection relation leading,the alternative and the softening are summarized.The regional characteristics and time evolution law of the driving path are verified by the case analysis in the configuration,and it is further found that the innovation-driven mode is in line with the development mode of"all-factor agglomeration","top-down","bottom-up"and"intermediate complementary"of the cluster.So government departments should take precise measures to provide convenient conditions for innovative industrial clusters;improve the credit system,mobilize the enthusiasm and creativity of enterprises in the cluster;grasp the development opportunities and connect the industrial system and innovation system.
