Conclusions based on the analysis of 134 cases of system integration innovation:the interaction between system and organization is the foundation of government function transformation in free trade port;the dynamic adjust-ment of governmental relationship with market and society is the logic of function transformation;government-led institu-tional change determines the adaptive characteristics of function transformation and ultimately results in the economic per-formance of reduced transaction cost and improved incentive mechanism.
