Can the Digital Economy Promote Urban Haze Reduction and Carbon Reduction?Quasi-natural Empirical Analysis Based on Eight National Big Data Pilot Zones
The digital economy is a new driver of China's green development in the new era.Based on the panel data of 264 cities in China from 2006 to 2019,the impact effect and action mechanism of the national big data pilot policy on haze pollu-tion and carbon emissions are empirically tested. The results show that the national big data pilot policy has promoted urban haze reduction and carbon reduction, and the conclusion is still valid after a series of robustness tests. The mechanism results show that the construction of national big data pilot zones can reduce haze pollution and carbon emissions by promoting up-grading industrial structures and improving the application of robots. The heterogeneity analysis shows that the policy effect will vary with the different geographical locations, population size, information level, and financial expenditure level of the pi-lot cities, among which the eastern region, the southern region, the large-scale cities, and the cities with high information level and high financial expenditure level will have a more obvious haze reduction and carbon reduction effect. Therefore,we should continue to promote the construction of big data pilot zones, improve the construction of information infrastructure, and promote the in-depth application of big data in environmental governance to give full play to the role of the digital economy in improving urban haze pollution and carbon emissions.
