清洁能源示范省政策对试点地区碳排放量及经济发展水平的影响——基于多期PSM-DID的验证

基于2000-2019年省级面板数据,结合多期PSM-DID模型研究清洁能源示范省政策对试点地区碳排放量及经济发展水平的影响.结果发现:①清洁能源示范省政策显著抑制了试点地区碳排放,同时提升了经济发展水平,实现了环境和经济的双重红利.②政策影响效应存在时滞性,且影响效应均随时间延长而逐步增强;政策影响效应存在区域异质性,东部地区的减排和经济增长效应比中西部地区更大.③技术进步分别在清洁能源示范省政策与碳排放、经济发展水平间发挥中介作用.④环境规制在清洁能源示范省政策与技术进步间发挥正向调节作用,在技术进步与碳排放间发挥负向调节作用.
The Impact of Clean Energy Demonstration Provincial Policies on Carbon Emissions and Economic Development in Pilot Areas:Verification Based on Multi-phase PSM-DID
The influence of the clean energy demonstration provincial policy on the carbon emissions and economic develop-ment level of the pilot areas is evaluated using provincial panel data from 2000 to 2019,combined with the multi-period PSM-DID model.The results show that:① The clean energy demonstration province's policies have greatly reduced carbon emissions in the pilot area,increased economic development,and achieved a double dividend for the environment and econo-my.② There is a time lag in the effect of policy impact,and the impact effect gradually increases with time.The effects of policies vary depending on area,with the eastern region experiencing more economic growth and emission reduction effects than the middle and western regions.③ Technological advancement serves as a bridge between the clean energy demonstra-tion province's policy,carbon emissions,and the level of economic development.④ The clean energy demonstration prov-ince's policy and technology advancement are positively regulated by environmental regulation.The relationship between technical advancement and carbon emissions is negatively regulated by environmental legislation.
