"Resources Curse"in Environment Governance:Evidence from Sulfur Dioxide Emission Reduction in China
Existing literature has paid much attention to the resource curse effect faced by economic growth,while fewer stud-ies have focused on whether there is a similar resource curse in environmental protection.Using panel data of S02 emissions from 284 prefecture-level cities and above in China from 2004 to 2018,this paper empirically tests whether resources de-pendence is a"blessing"or a"curse"for environmental protection and whether strengthening environmental regulation can break through the impact of resources dependence on environmental protection,as well as theoretically clarifying the link be-tween economic resource curse and the environmental resource curse.The results show a significant inverted U-shaped curve between resource dependence and environmental governance,and the resource curse effect of environmental governance is more likely to appear before the inflection point.Strengthening environmental regulation will help cities'environmental protection jump out of the resource curse in advance.
