The Direct and Spillover Effects of Smart City Policy on Urban Green Innovation Efficiency:A Quasi-natural Experiment Based on 173 Cities
Based on the data from 173 prefecture-level cities in China from 2007 to 2020,this paper constructs the urban e-conomic geographic weight matrix and uses the spatial differential model to verify the impact of smart city policies on the effi-ciency of urban green innovation.The results show that the efficiency of Chinese urban green innovation fluctuates,but the range is small.All test results show that smart city policies can effectively stimulate the improvement of urban green innova-tion capability,but the incentive effect mainly comes from the time rather than the individual.It shows that the improvement of urban green innovation efficiency mostly comes from the rapid development of Chinese economy and urban construction than smart city pilot policy.In addition,smart city pilot policies have a hysteresis effect.Moreover,from the perspective of the spatial spillover effect,both the direct and spillover effects of smart city policies on urban green innovation efficiency are positive and relatively balanced.From the performance of other control variables,our country needs to optimize industrial structure further,promote the upgrading of the industrial chain,and also need better regional overall planning.
