Impact of Science and Technology Finance Policy on Urban Carbon Emission Performance:A Quasi-natural Experiment
Based on panel data of 282 prefecture-level cities from 2006 to 2019,"the Pilot Policy of Combining Science and Technology with Finance"is regarded as a quasi-natural experiment,and a double difference model is constructed to evalu-ate the impact and mechanism of science and technology finance policy on carbon emissions performance.The study shows that first,the pilot policy of combining science and technology with finance can significantly improve the performance of ur-ban carbon emissions,and this conclusion is still valid after a variety of robustness tests.Second,the mechanism analysis shows that the pilot policy can promote the improvement of carbon emission performance in three ways:promoting economic development,gathering scientific and technological talents,and promoting green innovation.Third,the difference in the effect of the pilot policy on urban carbon emissions performance is related to the level of cities,resource endowment,and financial development level.For cities with higher grades,higher financial development levels,and non-resource-based cities,the pilot policies have a more significant effect on improving carbon emissions performance.
