城市人工智能产业创新链与人才链融合的多元路径研究

基于2020年中国290个地级及以上城市的截面数据,聚焦人工智能产业,首先运用改进的TOE理论,探析了影响人工智能产业创新链与人才链融合的机理;其次构建指标体系,借助耦合协调度模型测度了创新链与人才链的融合度;最后采用模糊集定性比较分析法探究了人工智能产业创新链与人才链融合的多元路径。结果发现,人工智能产业存在四条高创新链与人才链融合的路径:(1)数字技术创新-协同创新-人才综合保障政策-经济环境型;(2)数字技术创新-数字基建-协同创新型;(3)数字基建-人才综合保障政策型;(4)数字基建-财政科技支持政策型。
Multiple Paths of the Integration of Innovation Chain and Talent Chain in the Urban Artificial Intelligence Industry
This paper is based on cross-sectional data from 290 prefecture level and above cities in China in 2020,focusing on the artificial intelligence industry.Firstly,an improved TOE framework was applied to explore the mechanism that affects the integration of innovation and talent chains in the artificial intelligence industry.Secondly,an indicator system was con-structed to measure the integration degree of the innovation chain and talent chain using a coupling coordination degree mod-el.Finally,the fuzzy set qualitative comparative analysis method was used to explore the diverse paths of the integration of the innovation chain and talent chain in the artificial intelligence industry.Results show that there are four paths to highly integrate the innovation chain and talent chain of the artificial intelligence industry:digital technology innovation-innovation synergy-talent comprehensive security policy-economic environment type,digital technology innovation-digital infrastruc-ture-innovation synergy type,digital infrastructure-talent comprehensive security policy type,and digital infrastructure-financial science and technology support policy type.
