摘要

构建装备制造业颠覆性创新生态系统理论模型,并遵循"政策工具-作用效果-政策评价"框架,基于政策文本分析结果构建PMC指数模型,对筛选出的15份政策样本进行量化评价.研究发现:相关政策涉及7类政策工具,以供给面与环境面政策工具为主,作用于颠覆性技术创新、商业模式创新、系统内部协同和系统外部开放四个维度;政策总体虽基本满足系统构建与发展需要,但也存在政策类型单一、缺乏中长期规划、颠覆性创新专项政策缺失等亟需解决的问题.

Abstract

Following the framework of policy"tools-effect-evaluation",this paper constructs a theoretical model of the dis-ruptive innovation ecosystem in the equipment manufacturing industry and constructs a PMC index model based on policy text analysis to quantitatively evaluate the 15 selected policy samples.Results show that relevant policies involve seven types of policy tools,mainly supply-side and environmental-side policy tools,which act on four dimensions:disruptive techno-logical innovation,business model innovation,internal system collaboration,and external system openness.Although the o-verall policy basically meets the needs of system construction and development,there are also urgent problems that need to be solved,such as a relatively single type of policy,a lack of medium-and long-term planning,and a lack of disruptive inno-vation special policies.
