自由贸易试验区设立如何增强城市经济韧性?

摘要
基于2011-2019年中国266个地级市的数据,实证检验自贸区设立对增强城市经济韧性的政策效应及其作用机制.研究发现:①自贸区设立有利于增强城市经济韧性,且具有持续性的促进效应;②自贸区设立能够通过促进数字经济效应、带动人才集聚效应与激发产业创新效应三条路径,增强城市经济韧性;③前批次自贸区设立对增强经济韧性的幅度更大,而后批次自贸区设立对增强经济韧性的效应更显著,且内陆自贸区对增强经济韧性的政策效果约是沿海自贸区的两倍.
Abstract
Based on the data from 2011-2019 China's 266 cities,this paper empirically tests the impact of free trade zone(FTZs)on urban economic resilience and its mechanism.Results show that:First,the establishment of FTZs is beneficial in enhancing the economic resilience of cities and has a sustainable promotional effect.Second,the establishment of FTZs can strengthen a city's economic resilience through three pathways:by promoting the digital economy effect,driving the talent ag-gregation effect,and stimulating the industrial innovation effect.Third,the earlier batches of FTZs have a greater magnitude in enhancing economic resilience,while the later batches have a more pronounced effect on enhancing economic resilience.Moreover,the policy effect of inland FTZs in strengthening economic resilience is about twice that of coastal FTZs.
