政府采购影响制造业企业技术创新的长效机制——中标情况的调节效应

基于2013-2020年中国制造业上市企业微观数据,比较偶然性与持续性政府采购对企业技术创新的激励效应,检验了中标情况对二者关系的调节效应.研究发现:政府采购能够促进制造企业技术创新,与偶然性政府采购相比,持续性政府采购更能显著强化技术创新的激励效果;中标情况显著调节了持续性政府采购与企业技术创新的关系,不同变量对二者关系的调节效果存在差异性,与成立时间相比,首次中标较晚的企业利用政府采购激励技术创新的效果更显著;中标次数对持续性政府采购与企业技术创新关系存在正向调节效应,中标次数较多企业的专利申请增加量是中标次数较少企业的两倍;技术积累较多的企业利用政府采购促进技术创新的效果更加显著.
The Long-term Mechanism of Public Procurement Influencing Technological Innovation of Manufacturing Enterprises:Moderating Effect of Winning the Bid
Based on micro data of Chinese manufacturing companies listed from 2013 to 2020,this paper compared the in-centive effects of accidental and sustained public procurement on firm technological innovation and examined the moderating effect of winning bids on their relationship.The results show that public procurement can promote technological innovation in manufacturing enterprises,and sustained public procurement is more effective than accidental public procurement in enhan-cing the incentive effect of technological innovation.Winning bids significantly moderate the relationship between sustained public procurement and firm technological innovation,and different variables have different moderating effects.Compared to companies that were established earlier,companies that won their first bid later achieved more prominent results through public procurement.The number of winning bids positively moderates the relationship between sustained public procurement and technological innovation,with companies that won more bids submitting twice as many patent applications as those fe-wer.Companies with greater technological accumulation achieved more significant results in promoting technological innova-tion through public procurement.
