Quantitative Evaluation of China's New Energy Vehicle Policy Texts Under the Carbon Peaking and Carbon Neutrality Goals

从政策工具、政策主体、政策主题构建三维分析框架,运用内容分析法、社会网络分析法、LDA主题模型,对我国2009-2022年中央政府发布的126份新能源汽车政策文本进行量化评价.研究发现,政策工具结构整体分布不均,内部子工具差异较大;政策主体间协同合作不够紧密;政策主题内容丰富,"智能性"和"低碳性"是我国新能源汽车产业两大发展趋势.基于此,从优化政策工具配置、建立健全政策主体协同合作机制、动态调整政策主题内容和重点等方面提出改进建议.
Abstract
A three-dimensional analysis framework was constructed from policy tools,policy subjects,and policy themes,and content analysis,social network analysis,and LDA topic models were used to quantitatively evaluate 126 new energy vehicle policy texts issued by my country's central government from 2009 to 2022.It found that the overall distribution of the policy tool structure is uneven,with large differences in internal sub-tools;collaboration among policy entities is not close enough;policy themes are rich in content,and"intelligence"and"low carbon"are the two major development trends of my country's new energy vehicle industry.Based on this,suggestions for improvement are put forward in terms of optimi-zing the configuration of policy tools,establishing and improving policy entities'coordination and cooperation mechanisms,and dynamically adjusting the content and focus of policy themes.
