The Impact of Talent Introduction Policies on the Allocation Efficiency of Scientific and Technological Innovation Resources in Large and Medium-Sized Cities
Based on panel data from 58 large and medium-sized cities in China from 2008 to 2019,this paper employs a multi-period DID model to investigate the impact of talent introduction policies on the allocation efficiency of scientific and technological innovation resources,as well as the moderating effects of housing prices and the housing price-to-income ratio.The findings indicate that the allocation efficiency of scientific and technological innovation resources in large and me-dium-sized cities has improved,but the implementation of talent introduction policies is not conducive to their develop-ment.The talent introduction policies have a significant inhibitory effect on the efficiency of technology innovation resource allocation in the western and northeastern regions,and there is a clear Matthew effect.Furthermore,the increase in housing prices does not significantly exacerbate the inhibitory effect of talent introduction policies on the efficiency of technology in-novation resource allocation in cities,whereas the housing price-to-income ratio is the main factor exacerbating the nega-tive impact of talent introduction policies on the efficiency of technology innovation resource allocation.Finally,some policy implications are put forward to promote the talent introduction policy to exert its innovative effect.
