How does the Combination of Policy Tools Drive the Operational Evolution of New Quality Productivity Innovation Alliance?

摘要
在阐释新质生产力创新联盟主体职能与运行机制基础上,构建政府、创新企业和学研机构为主体的博弈模型,从供给、需求和环境侧角度分析政策工具组合如何推动多主体参与新质生产力创新联盟的运行演化.研究发现:政策工具组合能实现多元主体积极参与的均衡稳定策略;三类政策工具均能提升主体参与积极性,但刺激效果存在差异,并且政策工具的力度需控制在科学范围.
Abstract
Based on explaining the main function and operation mechanism of the new quality productivity innovation alli-ance,this paper constructs a game model with the government,innovative enterprises,and academic research institutions as the main body,and analyzes how policy tools promote multi-agent participation in the operation and evolution of the new quality productivity innovation alliance from the perspectives of supply,demand and environment.It is found that the combi-nation of policy tools can realize the balanced and stable strategy of active participation of multiple subjects;All three types of policy tools can promote the enthusiasm of the participants,but the stimulating effects are different,and the strength of pol-icy tools needs to be controlled within the scientific scope.
