环保垂直管理改革的绿色效应与影响路径研究

摘要
基于中国2016年省以下环保垂直管理改革试点政策,通过双重差分等模型探究改革对省域绿色发展水平的影响效应与机制.研究发现:环保机构垂直管理改革能显著提升省域绿色发展水平.机制检验分析发现,环保垂直管理改革在政府层面有助于增加环保财政投入并强化环境规制力度,在企业层面降低污染排放水平并增强企业绿色生产意愿及能力.此外,遵循成本是影响改革实施质效差异的重要因素,在深化改革过程需要针对各省经济结构特征优化实施措施,提升环保垂直管理改革的绿色质效.
Abstract
Based on China's 2016 pilot policy of sub-provincial vertical management reform of environmental protection,this paper examines the effects and mechanisms of the reform on green development in provincial areas using double-differ-ence and other models.It is found that the reform significantly improves provincial green development levels.Mechanism testing shows that the reform increases investment in environmental protection,strengthens environmental regulation,reduces pollution emissions,and enhances the green production capacity and desire of enterprises.Additionally,compliance costs af-fect the effectiveness of reform implementation.To improve the green quality and efficiency of the reform,its necessary to optimize implementation measures based on each province's economic structure.
