The Construction and Effect Evaluation of Urban Business Environment Policy Evaluation System:Based on the PMC-LDA Model
This paper integrated the theme model(LDA)into the PMC policy evaluation model,selecting 1006 policies of the business environment from 2013 to 2023.A nine-dimensional policy evaluation model of the business environment based on PMC-LDA with basic resources,operational efficiency,rights protection,market vitality,administrative service,and innovation environment as the core has been constructed.Using 71 cities as research samples,a policy evaluation system of the business environment in cities was developed by quantifying nine dimensions into 66 secondary variables.Through quantitative evaluation of policies and research on their implementation effects,it is found that the policy-making depart-ment of the business environment is singular;policy implementation needs multi-agent cooperation;policies of first-tier cities are relatively favorable.According to empirical results,cities were divided into six types:high-quality development;policy-driven;balanced development;policy lagging;coordinated imbalance,and low-level development.
