摘要

基于2009-2021年中国282个地级及以上城市面板数据,以知识产权示范城市建设作为准自然实验场景,运用双重差分法考察知识产权治理对城市创业活力的影响.结果表明:知识产权治理使城市创业活力显著提高了13.89%,且通过了一系列稳健性检验.异质性分析结果表明,知识产权示范城市建设对城市创业活力的影响,因城市的行政等级、地理区位、金融发展水平以及数字经济发展水平的不同而不同.机制分析发现,知识产权示范城市建设主要通过政府引导作用、城市创新推动和人才集聚3条路径提升城市创业活力.

Abstract

This article is based on panel data from 282 prefecture-level cities in China from 2009 to 2021.Using the quasi-natural experiment of Intellectual Property Demonstration City,the difference-in-difference method is used to examine the impact of intellectual property governance on urban entrepreneurial vitality.The research results indicate that intellectual property governance significantly increases urban entrepreneurial vitality by 13.89%,and this conclusion has passed a se-ries of robustness tests.The results of heterogeneity analysis indicate that the impact of the construction of intellectual prop-erty demonstration cities on urban entrepreneurial vitality varies depending on the administrative level,geographical loca-tion,financial development level,and digital economy development level of the city.Mechanism analysis reveals that the construction of intellectual property demonstration cities mainly enhances the entrepreneurial vitality of cities through three channels:government guidance,urban innovation promotion,and talent aggregation.
